President Lincoln had resumed his regular schedule within a week of his son’s demise, but Mary Lincoln found it more difficult to emerge from her mourning. This was partly a “cultural” problem, in the words of biographer Jean H. 4 Under constant scrutiny from Washington society and the national press, Mary Lincoln attempted to meet expectations as a grieving mother while still performing her role as first lady. The flap over the Marine Band simply illustrated the conflicting pressures on a family that was supposed to be both normal and extraordinary at the same time.

29 Most northerners still believed the war should have been successfully concluded months earlier and reports of widespread dissatisfaction lingered. While Lincoln and Stanton remained in Washington, Secretary of State William Seward had slipped up to New York City for a hastily arranged meeting of northern governors. The politics of recruitment was tricky in this era before a compulsory national draft. The execution of raising troops largely fell to the states. Apparently, Seward had ventured to New York in the hopes of convincing the state executives to issue a joint statement encouraging the president to call on them for additional men.

It was not easy. During his first season at the Soldiers’ Home, Lincoln faced critical decisions over emancipation, conscription, and the controversial fate of his leading general, George B. McClellan. All these grave decisions were related to one frustrating and tragic reality—the war was not ending. In the first year of the conflict Lincoln had done his part, holding together an improbable Union coalition that included both Democrats and Republicans and ultimately four out of the fifteen slave states.
