Period were ended via military victory. During the 1990s, on the other hand, negotiated settlements became the major means used to end armed civil conflicts. These factors – the possibility that negotiated agreements may constitute a less costly means than military victory of ending civil wars and the increasing prevalence of these agreements as a means of bringing armed conflict to a close – highlight the need for the international community to learn more about negotiated settlements as a means of ending civil wars.
