Development strategies should take into account the sector's special characteristicsand specific projects the differing economic and social circumstances of their environment, such as small- versus large-scale fisheries, and Asian versus African aquaculture. To achieve this change, development agencies should expand their technical competence. And in identifying development projects, the agencies should draw on experts trained in analysis of the fishery sector, such as renewable resource economists with practical experience in fisheries and aquaculture, and sociologists with experience in small-scale activities.

International research should concentrate on developing new theories and methodologies that could be widely applied, studying basic relationships among different types of resources and their users, examining the implications for fisheries of global environmental trends, and investigating problems that require innovative and risky research and are thus unlikely to receive priority at the national level. Work of this kind can play an important role in energizing the entire research effort as well as in generating support for related research at national and regional levels.
