In addition, interviews with local government and cooperative officials in Giao Lac, and with district and provincial officials provided insights into local implementation of national policy on land, specifically mangroves, the institutional setting and local power relations.

Now clams have become a valuable commodity, about five times more expensive than in the past. One kilogram of clams was worth VND50006000 (36–42 cents) during the course of this fieldwork. Both central and local governments have encouraged clam farming, for example, National Decree 773TTg (Orientation–Forecast–Prospect, 1995) stipulates that open coastal areas can be used for shrimp, crab and clam farming. In Giao Lac, there were only 15 farming sites in 1993. When this research was carried out in 2000–2001, there were 94 sites.
