Echeverria appeared to have lost control over his own cabinet. In the midst of this crisis, the military's backing was critical, much more so than in 1968. Echeverria faced open treason within his own ranks, and without the military's support, he may not have had, or he may have presumed he did not have, sufficient political strength to move against his enemies.
